BOARD MEETING MINUTES 

January 16, 2012

 

 

 

The meeting was held at the home of Marie Lane, 1828 Turnbull Lakes Drive and was called to order at 4:05 p.m.  Present were Mike Swortwood, Ed Sandor, Marie Lane, Ed Siebert and Genie Franklin.  The reading of the minutes from the previous meeting were waived and approved by all.

 

Treasurer’s Report:

 

As of January 16, 2012, we have a balance of $11,724.30.  Approved.

 

Old Business:

 

The amount of dues for the next year has been recalculated in the amount of $181.00.  It will be voted on at t he annual meeting on February 23, 2012.

Block Captains from last year have been contacted to obtain proxies for the Annual Meeting.

November 15, 2011

 

 

 

The meeting was held at the home of Marie Lane, 1828 Turnbull Lakes Drive and was called to order at 4:00 p.m.  Present were Mike Swortwood, Ed Sandor, Marie Lane, Ed Siebert and Genie Franklin.  The reading of the minutes from the previous meeting were waived and approved by all.

 

Treasurer’s Report:

 

As of November 15, 2011, we have a balance of $12,242.87.  Approved.

 

Old Business:

 

We are continuing to monitor the issue of feral cats.

Turnbull Bay Bridge is temporarily open.  We are very thankful to Ed Sandor for keeping us up to date on the issue.  HOA to continue to monitor meetings/transportation.

The Board is continuing to discuss the 2012 Budget and the Budget will be finalized at the next Board meeting.

None.

 

New Business:

 

Ed Sandor has been researching ways to collect unpaid dues for residences that might be in foreclosure.

We are continuing to monitor the issue of feral cats.

The meeting was held at the home of Marie Lane, 1828 Turnbull Lakes Drive and was called to order at 4:00 p.m.  Present were Mike Swortwood, Ed Sandor, Marie Lane, Ed Seibert and Genie Franklin.  The reading of the minutes from the previous meeting were waived and approved by all.

 

Treasurer’s Report:

 

As of September 6, 2011, we have a balance of $12,078.50.  Approved.

 

Old Business:

 

We are continuing to monitor the issue of feral cats.

Lot at 2600 TED needs to be mowed – done.

Light pole needs painting – done.

Carol Livesey – weeds – Genie called and it will be taken care of.

Possible pond issue behind 1852 TLD – It is naturally occurring algae that can only be remedied with rain.

The meeting was held at the home of Marie Lane, 1828 Turnbull Lakes Drive and was called to order at 4:00 p.m.  Present were Mike Swortwood, Ed Sandor , Marie Lane and Genie Franklin.  The reading of the minutes from the previous meeting were waived and approved by all.

 

Treasurer’s Report:

 

As of August 16, 2011, we have a balance of $12,789.67.  Approved.

 

Old Business:

 

We are continuing to monitor the issue of feral cats.

Letter was sent to Hughes at 2815 TCD regarding weeds.

 

Pending Architectural Control Committee Requests:

 

Marie Lane – 1828 TLD – Repaint house – green with white trim – approved.

 

New Business:

 

Lot at 2600 TED needs to be mowed – Mike will contact owner.

Light pole needs painting – Mike will address.

Front wall has been power washed and the lights have been synchronized.  Also, the water problem has been corrected.

The front entrance has a continuing and natural weed problem.  Mike will look into hiring someone on an ongoing basis for this issue.  Marie will monitor, once a person is hired.

The meeting was held at the home of Marie Lane, 1828 Turnbull Lakes Drive and was called to order at 4:00 p.m.  Present were Ed Seibert, Marie Lane and Ed Sandor.  The reading of the minutes from the previous meeting were waived and approved by all.

The flood lights at the front entrance have been raised and repaired

 A letter will be sent to Brenda Kirby regarding her feeding of the feral cats.

Robert and Judith Lee p 2728 TED – repaint the trim on their house. – approved.

 The website has been renewed for a year at a cost of $61.17.

The meeting was held at the home of Marie Lane, 1828 Turnbull Lakes Drive and was called to order at 4:00 p.m.   All Board members were present.  The reading of the minutes from the previous meeting were waived and approved by all.

 Treasurer’s Report:
 

Treasurer’s report was given for the period ending June 16, 2011, for a balance of $11,997.45.

 Old Business:
 
Raise sprinkler boxes at front entrance – done.
The culvert erosion at the utility area has been repaired.
2848 TED – Rizzo – weed problem – addressed.
Feral cat problem – pending.

Marie Lane is no longer physically able to work on the front entrance, but she will continue to oversee any work done.
No fishing is allowed in the ponds re 10a Restriction.

The meeting was held at the home of Marie Lane, 1828 Turnbull Lakes Drive and was called to order at 4:05 p.m.   All Board members were present, except Ed Siebert.  The reading of the minutes from the previous meeting were waived and approved by all.

 

Treasurer’s Report:

 

Treasurer’s report was given for the period ending May 3, 2011, for a balance of $10,576.99.

 

Old Business:

 

Raise sprinkler boxes at front entrance – pending.

The culvert erosion at the utility area will need to wait until the water level decreases.

2800 TED area has been cleaned out for mowing.

 

Pending Architectural Control Committee Requests:

 

Clark – 1867 TLD – Repaint house – approved.

Creasey – 3’ X 3’ fence to enclose air conditioning unit – approved.

 

New Business:

 

2848 TED – Rizzo – weed problem – Ed Sandor will follow up.

Feral cat problem – Humane Society representative advised the Board that anyone feeding feral cats will then become the caretaker of them, from a legal standpoint.  Our restrictions have a pet limit that can be enforced.  Genie is contacting Sid Peterson, Esquire, for advice and representation on this issue.

 April 12, 2011

 

 

 

The meeting was held at the home of Marie Lane, 1828 Turnbull Lakes Drive and was called to order at 4:00 p.m.   All Board members were present.  The reading of the minutes from the previous meeting were waived and approved by all.

 

Treasurer’s Report:

 

Treasurer’s report was given for the period ending April 12, 2011, for a balance of $42,464.15.  There are still approximately 45 owners who have not submitted their annual homeowners’ fees.  A second letter will be going out.  The board will research and calculate our costs in collecting these late fees.

 

Old Business:

 

The culvert erosion at the utility area will need to wait until the water level decreases.

Knock out roses have been planted, together with hibiscus and geraniums.

 

Pending Architectural Control Committee Requests:

 

Burleson – 2827 TED – enclose existing screen porch with removable acrylic panels – approved..

Fitzgerald – 2760 TCD – repaint house – attached sample – approved.

Williams/Potoczak – 2723 TED – repaint house – attached sample – approved.

 

New Business:

 

The common area weeds will be addressed by Turfmaster in the future.

The shut-off values (10) for the sprinklers at the front entrance have been located.  We will see if we can raise the boxes so they will be easier to locate. $125 – done.

2844 TED – The propane tank specifications will be handled by the City.

1857 TLD – erosion problem in back yard.  Owner has developed a mitigation plan that is acceptable to the board.

Art Williams – tree trimmer re common area along the sidewalk of the 13th hole.  Done.

Chuck Whitley, owner, and Bob Bell with the Humane Society, addressed the board regarding options for feral cats in the area.  The presentation was very informative and we understand the problems that occur when we have owners feeding feral cats.

2800 TED area – needs to be cleaned out for mowing – Mike will address.

 

Black truck continues to be pared on the TLD curve and Mike will contact the Villas

Rep. to the Umbrella Board regarding the  truck owners problem re safety.

Creasy – 2758 TCD – fence has been erected in rear yard – Violation of Restrictions – 9(C)5 – certified letter sent on 4/23/11.

Petrucci – 1818 TLD – fishing in ponds.  Letter sent 4/25/11.

Martin/Laevskaya – 2814 TCD – lawn maintenance – letter sent 4/25/11.

The meeting was held at the home of Marie Lane, 1828 Turnbull Lakes Drive and was called to order at 4:00 p.m.   All Board members were present.  The reading of the minutes from the previous meeting were waived and approved by all.

 

Treasurer’s Report:

 

Treasurer’s report was given for the period ending February 8, 2011, for a balance of $13,412.92.

 

Old Business:

 

The culvert erosion at the utility area will need to wait until the water level decreases.

Knock out roses have not been purchased yet.  The palms have been fertilized and trimmed.

 

Pending Architectural Control Committee Requests:

 

New Business:

 

1862 TLD – weed problem – Ed Sandor will contact the owner.

The common area weeds will be addressed by Turfmaster in the future.

2844 TED – Sprinkler needs to be repaired.  It is causing the area to flood.  Ed Seibert will address.

Feral cats – feeding has stopped.  Spaying and neutering will cost $50-$60 per cat, along with putting them up for adoption.  Table, for now.

ANNUAL MEETING MINUTES

 

February 17, 2011

 

 

 

 

The meeting was held at Trinity Lutheran Church, 485 Turnbull Bay Road, New Smyrna Beach, Florida  32168. 

 

It was determined that we had a quorum, as we had obtained 105 members present (which included proxies).  Mike Swortwood thanked all of our Block Captains who made this possible:  Gloria Hostetler, Marie Lane, Ed and Jan Sandor, Ed Seibert and Bev and Jim Swenson.

 

Call to Order:

 

Mike Swortwood, President, welcomed the members to the 15th annual Turnbull Estates Homeowners Association meeting and thanked everyone for attending.  The meeting was called to order at 7:05 p.m.

 

The members were reminded that a proxy vote can be used on all issues, except election of directors, therefore, their presence is required.

 

Introduction of Board Members:

 

Genie Franklin, Secretary, who has done a great job as secretary and also authors our “Neighborhood Notes”.  This is published about every 3 months.

 

Ed Sandor, Treasurer, who has taken on the task of creating (with his wife), the Welcome Baskets for new owners, which includes a copy of our Homeowner’s Restrictions.

 

Marie Lane, Director, who is responsible for the front entrance throughout the year and our holiday decorations for the last 5 years.

 

Ed Seibert, who has not only taken on the responsibility of Vice President, but also is keeping our owners’ address list current.  Ed has also met with the City and County on several occasions for the good of the community, including the issue of the lights in Phase II.

 

The minutes from the previous annual meeting were read and approved.

 

 

Treasurer’s Report:

 

Treasurer’s report was given for the period ending February 17, 2011, and Ed Sandor explained the Budget for the 2011/2012 year.  The association has no outstanding debts.  Questions were answered regarding our property maintenance and Mr. Rosky wanted to know how many units are in the townhouses are divided into for Budget purposes (33). 

 

Tom Craig motioned to approve the 2011/2012 Budget and it was approved by all.

 

Nomination of Directors:

 

There is 1 3-year Director position open.  Terry Tennyson nominated Genie Franklin, who indicated that she would be willing to continue to serve.  No other nominations were received, either formally or from the floor.

 

Old Business:

 

Mike Swortwood talked again about our most problematic restrictions/violations, which are:

 

Dogs:  Must be on a leash at all times; they are not permitted on the golf course.  The City requires you to scoop up all droppings.  EVEN ON YOUR OWN PROPERTY.

 

Commercial Vehicles/Trailers:  (Trucks, trailers or cars with lettering or advertising) There will be NO parking overnight outside of your garage, and during the daytime, only marked business vehicles who are servicing your home maintenance needs may park for the period of time they are working on the service they are being paid for (such as Time Warner Cable, air conditioning service trucks, satellite dish installation trucks, etc.

 

Parking:  Is restricted to the streets or driveways.  (NO parking on vacant lots, emergency trails, or on the grass between the sidewalk and the street).  DO NOT block the sidewalks with any vehicles with the exception of delivery vehicles that are permitted the time it takes to load or unload a delivery, or service vehicles to perform a service.  STREET PARKING is permitted for up to 5 hours at a time, day or night.  NO OVERNIGHT PARKING of any vehicle is permitted on the streets in our Community, at any time.

 

All changes, improvement, modifications, or construction on your property MUST first be submitted as a Request, in writing, (in the same format as used by the City of NSB for permitting) and mailed to “Turnbull Bay Country Club Estates Homeowner’s Association, Post Office Box 502, New Smyrna Beach, Florida 32170.

 

The ponds are in need of repair and when the water level recedes, the culverts will be repaired.

 

The “No Boating” rule in the ponds is still in effect, except for the remote control boats, which has been approved and they are insured.  The issue of replacing the markers will be looked into.

 

The golf course is only responsible for their side of the ponds.

 

Kenneth Mina brought up that he has seen fishing in the ponds and he was directed to contact Ed Seibert in the future and he will address the issue.

 

Ed Sandor went to a “Turnbull Bay Road Bridge Concept Development” meeting that was held at the Garden Club.  It was indicated at the meeting that there will be no bridge funding for at least 10 years and that the bridge is safe.  Also, he received information that the bridge was built to purposely flood in the event of a hurricane or other event to protect environmentally sensitive areas.

 

Sharon Gilmore also spoke with the Project Manager and she was told that there would be funds available in 2014 for the bridge and that construction would be a 2-year process.

 

New Business:

 

Ed Sandor gave a list of all of the new owners:

Faye Faller brought up the continuing issues of feral cats.  She will get with Sharon Gilmore with the names and addresses of persons that are feeding the  cats and she will pursue this issue.

 

Gloria Hostetler had a complaint of owners who put their yard trash out for pick up after the Wednesday pick up date and it sits out in front all week.  Mike Swortwood will call the City if yard waste is not picked up at the scheduled time.

 

Mike discussed the front lights and the problems that we had with them.  They are now in working order.

 

Mr. Cashman discussed the light at the entrance that had been on the mornings.  This repair has been made.

 

Ed Sandor gave the audience an update of the procedures we follow to enforce our restrictions.  In summary, we need to talk with our neighbors and try to work together.

 

Mike Swortwood took care of making sure the the utility fence was repaired and painted on Turnbull Estates Drive.

 

Sharon Gilmore address the audience with regard to listening to the owners’ concerns and she tried to answer questions to improve owner/golf course rapport.

 

Del Marvin moved that the meeting be adjourned.

No organizational meeting was necessary as we have no new board members.
